The federal government has reacted to a Commission Green Paper outlining the future of European Union funding of research and innovation. It endorses the goal of a common strategic framework set forth by the Commission and stresses the importance of using EU research and innovation funding to a) tackle great societal challenges b) improve competitiveness especially of SMEs c) strengthen science infrastructure and institutions in Europe. The government also insists on the continued application of the principle of excellence. This principle must not be changed in favor of cohesion targets. At the same time it is suggested that cohesion funds be increasingly used for research and innovation, for example in the support of regional research and innovation centers.
