CAP 2020: Statement of the German Federal Government

The Federal Government today endorsed a position paper on post-2013 CAP. The German comments on the Commission Communication of 18 November 2010 focus on the further development of CAP instruments, especially in the 1st pillar (market intervention and direct payments). Germany wants to proceed along the path chosen for agricultural policy reforms since 1992 (more market, less intervention, improving competitiveness of the European agricultural sector). Supporting measures to ensure environmental benefits through agricultural production should be implemented by the 2nd pillar programmes (“rural development”). The position paper states clearly that the future CAP must cope with an overall budget ceiling (for all EU policies) of 1 % of EU GNI.
