Commission publishes Budget Review

Yesterday, the Commission published the long-awaited Budget Review document. When the current financial framework was agreed to (back in 2005), the European Council had asked the Commission “to undertake a full, wide ranging review covering all aspects of EU spending, including the CAP, and of resources, including the UK rebate, to report in 2008/9.”

While the Review will certainly spark debate on a number of issues, the document does not contain detailed proposals on the two largest areas of spending: agriculture and cohesion policy. These will be explored in two additional further communications, the 5th cohesion report and the CAP 2020 communication, which are set for publication next month.
